Officials said Joe, who lives in Oldenburg in northwestern Germany, disappeared on June 17 from his front yard.
After a tip from a passerby who heard noises coming from across the road, police finally found Joe under a manhole cover eight days after he disappeared.
He was found “completely undressed” and hospitalized with hypothermia, but suffered no serious injuries. His father told local reporters he was “doing fine” given the circumstances.
Officers are now investigating how the child ended up in the sewer system.
“After assessing all traces and leads, officers now assume Joe crawled through a drain in the storm sewer system on the day of his disappearance and lost his bearings several yards later,” police said in a statement. a statement released on Tuesday.
“The police have ruled out negligence by a third party at this stage.”
As for Joe, he is still in the hospital and receiving treatment, but he has not yet been able to tell the police his full story.
